Who signs what
GH leads the programme. Where Saudi regulation requires a licence, a licensed partner carries out and signs that part, and every proposal names who signs what.
What GH does not do: no EPC contracting or infrastructure build, no manpower supply, no signing of regulated work outside its own licence scope, and no verification of its own carbon or ESG reports.
